It is assumed that he is from a slave family on a world unknown to the Federation. His birth and lineage are not listed in any of Starfleet’s databases. All that it is known of his history before coming to the Federation is that he is Caitian.

Serviceman: Cadet Third Year Sparky
Stardate:88817.35
Reviewing Officer: Cmdr Naomi Wildman, Commanding Officer, Deep Space K-7
Review Summary:
Cadet Sparky has been the most interesting cadet that we have had stationed on DS K-7. I am unsure whether his small stature is an asset or a curse to him due to the number of incidents he has been involved in. Nonetheless his independent nature has definitely proved invaluable during his service here. Attached is a commendation for his service during the Klingon attack on stardate wherein he saved our station from an unexploded torpedo that pierced the hull in the attack. Overall, his work ethic and knowledge is equal to any in Starfleet, though his temper and pranks can be an issue.
Commander Naomi Wildman
Serviceman: Ensign Sparky
Stardate: 90818.6
Reviewing Officer: Cmdr Lars Heinrich, First Officer, USS Farragut
Ensign Sparky’s diplomatic style is effective, but questionable. Working as security during a diplomatic conference that had been meeting for several weeks with no progress, he angrily jumped up on the table and yelled at the delegates to “Quit wasting all of our time. Either someone start making concessions or go back to your planets and declare war.†After a short recess, the delegates returned and actually began to talk. Ensign Sparky was placed in the brig for 60 days for his outburst, which would have only been for two weeks except for his assault on one of the delegates after the delegate laughingly made a comment about “the absurdity of such a short creature jumping on the table to yell in our face†within earshot of the Ensign. The delegate refused to press charges saying that it was the first sign of life during the talks. Apparently the species behave similarly to the Tellarites during talks and demand confrontation or are offended.

Psychological Review
Serviceman: Lieutenant Jr Sparky
Stardate: 92214.6
Counselor: LT. Ala Shan , Head Counselor USS Farragut.
Psychiatric Summary:
LTJG Sparky is a headstrong individual. His height is a point of contention and has been the cause of conflict on several occasions. He has been almost childlike when I’ve spoken with him, easily distracted and prone to pranking those he calls friends. Sparky continues to avoid all talk of his parents or his past, leading me to believe that it was fairly traumatic. He does speak fondly of a mentor while with the pirates and spoke with admiration for his workings with explosive ordinances. His temper in regards to his height is notable and a point of concern, it is highly advisable to avoid any and all mention of it. He is brash at times and will make decisions without respect to the chain of command, if he believes immediate action is needed, otherwise he works well in a group deferring to his superiors on decisions while making his opinions known. Baring his sore point about his height, it is the opinion of this counselor that the Ensign is fit for duty.
