As posted by Cryptic developer ThomastheCat, the following code applies to all newly added npc's (new ESD), and will be set to others retroactively.
Presumably this will become the standard for Starfleet, although individual CO's will still determine their ship uniforms (at least as far as the game is concerned).

As of the last tribble patch, Starfleet NPC's on Memory Alpha, Deep Space Station K-7, and Starbase 39 Sierra are now wearing updated Starfleet uniforms (Odyssey style).

Yes, The Adagio and Sentinel have adopted the Odyssey Variant as their Main Uniform. The old Fleet Uniform is still used as a varaint fall back on the two ships to those new members who are either new to the game or so new to our fleet they havent been able to buy the Odyssey yet. The Pilgrim has its own variant and still uses the fleet uni as backup. But for the most part the 22nd has gone over to the Odyssey style. I do like the look Hann came up with for her (Liz looks just stunning in her red top and white turtle neck )) But the majority of the 22nd's ships do use the Odyssey uniform

I do like the look Hann came up with for her (Liz looks just stunning in her red top and white turtle neck )) But the majority of the 22nd's ships do use the Odyssey uniform Also, I think the Pilgrim got lost in the Gamma Quadrant before the Odyssey uniform became standard, so that may be the reason for the discrepancy
