Sovek totally would.
The trousers version more commonly simply due to the fact that it fits the medical profession; it's sort of like a doctor's surgical gown. The trouser-less version a bit less commonly but in the 25th century in which equality has reached its zenith, I'm sure he'd reason it to be 'simply logical' as they provide far more comfort and a much larger range of motion than trousers.

There a reason for the pants: to protect the legs. The skirt is just for fashion. Can't take the utility out of the uniform. At least not for men. And besides, raise you hand if you legs would look good in tight-skants? Friggan FABULOUS!

There is yes ofcourse a time for pants...but trust someone who used to high kick for a living Pants can be a hinderence too. Besides until the Oddy Excursion uni's you guys haven't had pockets in your pants since the days of ENT and I for one have NO objection to men in tight skants lol All kidding aside Seb I do truly see your point. Due to weather, battle conditions and the like...even Liz wears utility pants Tali as well and especially Valk For me the skirts are what my dad would call ..forgive me if I get this term wrong 'class A' or 'class B' uniforms for like office work or for away missions not in hazardous enviroments. But that is just kitty still the skants were adoreable!
