Ross taps lightly on his desk, intrigued. "I consider oversight to be necessary governance that prevents this sort of disaster from occurring in the first place. But yes...I am always concerned about Section 31 and what they manage to get their hands on."

Arak exhaled sharply. "It's all about shades of grey, Will. For everything questionable that the Director did, at least he did a good job at suppressing Section 31. You really think that Section 31 won't use this investigation to their advantage?"
He rolled his shoulders. "You know what I would do if I were them... push hard on the oversight committee. Disband Avalon. Then collect all our goodies. I wouldn't put it past them to try. Do you see my problem?"

Ross slowly nods.
"I do, Admiral. Although I hardly think you and I discussing this is going to do much good in the grand scheme of things. What exactly do you need?"

"What I need..." The Bajoran leaned against the desk. "are friends. Those in Starfleet brass who will have my back if the time comes. People who are ready... if and when... Section 31 makes their move. People like you." Arak smiled wearily. "If push comes to shove, will you help me keep this project on track?"

Ross pauses for a moment to consider this.
"As long as I believe what you are doing is right...I will support you in whatever way I can against Section 31. I expect access to the entire scope of the project...I want to know what I'm getting into here."

Ross gets up from his desk, looking out at the stars for a moment before responding.
"Section 31. What do you know of their current activities?"

Arak sighed and turned to look out the window. He thought for a few moments before responding.
"Current activities? I suppose it depends on what you mean by current. You see, the Director did a good job at keeping Section 31 suppressed. What Section 31 is doing right now? Who knows."

"The Director may have dropped off the face of the Universe, but they have to know that he isn't dead. That might give them pause. At least for a little while." Arak looked at Will thoughtfully. "If I might ask... why are you so concerned with 31?"

Ross sighs and looks out towards the stars again.
"He was a great leader. Oversaw the Federation's victory over the Dominion. He also had extensive dealings with Section 31."
He walks over and picks up a nearby PADD. He hands it to the holographic representation of Arak.
"It appears someone within their organization enjoys making veiled threats."
