CHARGES: Direct Insubordination Conduct Unbecoming a Starfleet Officer Dereliction of Duty during a time of war
On Stardate 88297.69, members of Fleet Daedalus Omega were tasked with a routine Border Patrol of Romulan space by Admiral Tae'nae of Starfleet Command. During the pre-mission briefing, both Capt. Parker and LTJG. Alcar allegedly disobeyed direct orders from a superior officer, Capt. Nyoko Honda, while at Earth Spacedock. Allegedly, both officers openly argued with and criticized Capt. Honda in front of another fellow fleet officer, Lt. Ti'Agra Kantrell and several passing Starfleet personel.
Both Capt. Parker and LTJG Alcar are being charged with Direct Insubordination and Conduct Unbecoming a Starfleet Officer for openly arguing with Capt. Honda in front of another subordinate and not following proper military protocol for questioning orders from a superior. They are being charged with Dereliction of Duty during a time of war for refusing to comply with orders from Capt. Honda and openly refusing to participate in the patrol mission given by and Admiral Tae'nae.
Formal Hearing will take place after the Court Appointed Investigator completes his investigations into this incident. Time and Date to be determined.

Admiral Donaldson I am sure you can appreciate the sensitive nature of our operations in the Alpha Centauri Sector Block. Because of this I want to suggest you do everything you can to prevent this case involving two of your officers from becoming a major incident that would bring unwanted attention to our operations. It is my hope that you can find a way to get your officers to plead to these charges and accept punishment and thus quietly ending this business quickly.
Additionally, I am concerned about the fact that Captain Ethan Winegard is acting as council for this Dovan Alcar. I am not sure he is the best man for the job.

Subject: Bail for Captain Parker, Lieutenant Alcar
After completing my interviews with both Captain Parker and Lieutenant Alcar, it is my observation that their motives for refusing Captain Honda's order were not born out of malice intent. Rather they were motivated by personal interpretations of Federation treaties and regulations. If these motivations are valid or not is not my decision to make but I do not believe either officer is a threat or a risk to other StarFleet personal.
As such I request that they be released on their own recognisance. Their movements should be limited to ESD and off-world transit be restricted.

Subject: Bail for Captain Parker, Lieutenant Alcar
Having interviewed both officers and considering the request of Captain Frost, I have decided to release Capt. Parker and LT.JG Alcar from their holding cells in Earth Spacedock.
However, due to the nature of the charges and the continuing investigation, I will not be able to release them completely from custody.
Captain Hayden Parker and Lieutenant J.G. Dovan Alcar are hereby released from Spacedock custody and ordered to be confined to their quarters on-board their respective ships. They will be allowed to make any communications they wish through normal subspace com channels.

COURT OFFICER: Rear Admiral Brian S. Donaldson
CHARGES: Direct Insubordination Conduct Unbecoming a Starfleet Officer Dereliction of Duty during a time of war
Following the detailed Incident Investigation Report by Captain Frost, a formal Inquiry was held. After discussing the events with all parties and hearing each argument, both defendents plead guilty on all charges in exchange for leniency and a swift end to this incident.
Let the record show, that Lieutenant J.G. Dovan Alcar and Captain Hayden Parker, have both been found guilty on the charge of Direct Insubordination. The charges of Conduct Unbecoming a Starfleet Officer and Dereliction of Duty during a time of war, have been dropped.
Each Officer will have One Demerit and One Repremand aswell as a note of this incident added to their perminent Personnel Record. Both officers are expected to make a public appology to Captain Honda for their conduct.
This matter is now closed.
