TITLE OF LOG: System LB19-Beta - Delta Volanis Cluster

STATUS: Mission classification Delta (D) - (Strategic classification if evidence of Klingon interference confirmed)

USS Europa arrived in the system classified as LB19-Beta deep in the Delta Volanis Cluster. On contacting Starfleet and reporting our position, they conveyed that the system was one of a number of systems which was suspected to have some type of Klingon operating base hidden deep underground. Records show that the planet has a race of beings which, although they are not warp capbable, they are actively scanning their planetary space. We had to proceed in accordence with General Order 1 and possibly General Order 4 although we would try and avoid such an occurence.
Our science team performed a passive energy signature scan of the surface to enable us to first determine a possible underground site existed. Once this was confirmed, a secondary reverse-deltawave focused scan of the area in question revealed an underground structure that did not match with any of the previously detected structures on the surface.
Once a safe and viable transporter lock was established, we assembled a team and we beamed down. Under Regulation 47A we were armed with phasers, but I added that we could encounter Klingons if the base was still occupied, so I ordered body suits to be worn. After transport, we appeared in a large cavernous loading area. The immediate area was devoid of any life, but the base still had functioning life support. We made scans of the area, and concluded that the structure was made of a type of alloy commonly used to mask energy signatures. This would have made it impossible for the native inhabitants to have detected the base.
We moved through the complex, and still we did not come across any Klingon personnel at all. Many of the monitoring systems were still functioning, but were switched to a standby state to conserve power. The complex was in a state of waiting for action, is the only way I could describe it. It did appear to have been unoccupied for a relatively long time, maybe for a number of years. Some debate still remains on this.
We checked all terminals for any evidence of the use of the complex, but all records seemed to have been erased. Some fragmented data remained in holographic memory banks, which did give some idea that the Klingons left in a short span of time, but not necessarily in a hurry. We collected all traces we could and decided to return to the ship to analyze the evidence we found.

After careful analysis by our science teams, our preliminary conclusion was that the Klingons had prepared such a base on the planet for two reasons;
a) they were setting a forward rally/staging area point in case of war or any such situation
b) it was a data processing center for intel gathered on Federation operations in the area. After all it is close to Sol.
There is a third possibility, however. Some members of my science team, along with our social sciences section believe that the Klingons were trying to "prepare" the inhabitants of the planet for a gradual re-educationing into a race that would ally along side them in time of war.
It is a wild idea, but some theories exist. We would need further analysis of the planet and its people to see if any possible Klingon traits can be found in the inhabitants social structure. Very difficult when we cannot make contact yet. What is clear however, is that, if this base was indeed set up for that purpose, they have violated the Prime Directive, in rather a serious way. The Klingons don't appear to me concerned with the concequences it seems. We could gather evidence and make a formal accusation of hostile intentions by the Klingons, but proving it could be difficult, as we couldn't visit the planet without violating the Prime Directive ourselves.
But serious questions remain. When was this base set up? If it was setup some years ago, why would they do it, when we were technically at peace? Was there some forward planning done? Suffice it to say, this has to be resolved soon.
