In a nutshell, Ghemor's family are refugees from the fall of Cardassia Prime and now live in the Federation. Ghemor was four at the time that the Dominion bombarded Cardassia Prime, and had a difficult time adapting to life in the Federation. After a... troubled... youth, he enlisted in the Federation (I'm toying with the idea of him being given a choice by a judge - enlist or prison). Military life suited him, and after six years he applied and was accepted to Starfleet Academy. He was assigned to a starship in the Arachnis sector when war with the Klingon Empire broke out. Much action ensued, providing ample opportunities for field promotion and eventual command of a light cruiser.

Casual RP. I'd like Ghemor to be seen as a capable ship captain, but I have no aspirations to IC flag rank.

Ghemor, while a citizen of the Federation, spent the early years of his life on Cardassia and exhibits all the strengths and weaknesses that one would expect from a Cardassian: A tenacity and single-mindedness of purpose and a willingness to do "what is necessary" in order to accomplish a task. He loves meticulousness, order and established ritual. At the same time, his is very conflicted about his life in the Federation, seeing other races as something less than Cardassians. The irony of the Federation's survival, contrasted to the fate of his race, is not lost on him, and drives him to protect the future of Cardassia by serving the Federation. He must defend something that he really does not fully understand.

PROFESSIONAL ASSESSMENT: Report of Starfleet Command Review Board
Alardig Ghemor began his Starfleet career as an enlisted security specialist. He spent several years on detatched duty, serving as security on merchant shipping during a period of heavy Orion and Nausican raids. During this time he displayed good awareness of small unit tactics, and a willingness to perform above and beyond the call of duty. After five years he was assigned as a tactical instructor, an occupation which did not seem to agree with him. Petty Officer Ghemor received three demerits for failing to prevent injuries to his students. See attached note from Lieutenant Commander Horst Daley as a character reference, submitted as part of his recommendation to Starfleet Academy.
Ghemor was accepted into Starfleet Academy in 2396, during the rush for officers due to the disintegrating Federation/Klingon relations and talks of war. Graduating 17th in his class, Ghemor was assigned as assistant navigator on the U.S.S. Frampton under Captain Surowiecki. Ghemor performed adequately, and transferred with promotion to Lieutenant Jr. Grade to a position as relief helmsman on the Frampton. Captain Surowiecki notes that Ghemor was a talented helmsman, and recommended him for promotion to full Lieutenant in 2405, after which Lt. Ghemor was transferred as helmsman to the U.S.S. Santiago under Captain (Cmdr) Hadley.
As Santiago was assigned to the Arachnis Sector, Lt. Ghemor participated in the opening battles of the Federation/Klingon war. After Santiago captured the Klingon merchant transport Khotomahl, Captain Hadley assigned Lt. Ghemor prize captain with orders to bring Khotomahl, with all hands, to Starbase 24. During this trip, Lt. Ghemor showed excellent lateral thinking in resolving tension between the prize crew and the Klingon prisoners, though the Khotomahl's navigation display was destroyed in the process.
Santiago was heavily damaged while fighting a squadron of Bird of Prey. During the combat, Lt. Ghemor demonstrated exceptional skill in maneuvering the ship to prevent additional damage to her unshielded port side. Despite having lost warp power, Santiago was able to hold off the Klingons long enough for damage control to restore warp power, allowing the ship to escape. Lt. Ghemor was assigned acting captain of Santiago during her repair, after which he received a brevet promotion to Lieutenant Commander and given the position of executive officer of the ship, replacing Lt. Cmdr T'Kern, who was killed in action.
In 2409, Santiago was instrumental in the defense of the science ship Rucker. Captain Hadley and Lt. Cmdr. Ghemor both received the Preantares Award for Conspicuous Gallantry, First Class, for enabling the Rucker to escape with all hands. Following this, Captain (Cmdr) Hadley received a promotion to full captain and was transferred to the U.S.S. Corona. Lt. Cmdr Ghemor, on the recommendation of Captain Hadley, retained his brevet promotion and was given acting command of Santiago.
Santiago participated in the defense of Starbase 24 against Klingon forces, during which it sustained extremely heavy damage. Starfleet is currently evaluating the feasibility of repairing Santiago. It is the recommendation of this board that Lt. Cmdr (Lt) Ghemor, in recognition of his command abilities, receive a full promotion to Lieutenant Commander and command of a starship. Lt. Cmdr Ghemor has proven himself to be a valuable command officer, something the Federation could use more of right now.
