I'm forwarding along another file for your consideration. Young man is a brilliant scientist... honestly, in my opinion, he should be out at Memory Alpha, but, apparently both he and Admiral Quinn see things differently... but, I digress.
As it seems is the custom of late, he is a young, new starship captain.
I am sending him your way for 2 reasons.
1.) I saw a recent requisition for more science officers from your office.

2.) He's quite rough around the edges... a little too brilliant for his own good, and could use some direction, guidance, and perhaps some discipline.
Please let me know if he would be a good fit for your fleet operations as soon as possible. If not, I'd like to find somewhere useful to assign him before he finds a way to use his cruiser to as a wormhole experiment.

PSYCHOLOGICAL EVALUATION:
Loss of parents in 2400 in Klingon attack, leaving standard grief issues, nothing dangerous/residual outside of normal grieving.
