Vohsa's birth was a subject of some controversy on Andoria. As the Andorian race is slowly dying out, researchers have been searching for ways to reduce the number of Andorian genders to the more conventional two, rather than four. Much of the more traditional Andorian society views this as blasphemy, changing the very culture and nature of the Andorian people, but with the threat of extinction very real, some pursue this regardless of tradition.
Vohsa's parents were such a Keth. Whilst still in the first womb, Vohsa underwent experimental genetic modification and reconstruction that not only made her blood and tissue compatible with non-Andorians, but she would only require a single, male partner in order to reproduce. A successful test, Vohsa's birth was declared to Andorian society and was met with mixed reactions. Some declared her a sign and savior of the Andorian people, others saw her as an abomination and her parents as traitors.
When she was 14, her Keth left Andoria to live on Earth, where humans were far more understanding of such differences. Vohsa grew up mostly among humans and a few other alien races, so she's learned tolerance, acceptance, and friendship more easily than most Andorians. At the age of 19, she applied to Starfleet Academy, against her Keth's wishes, and was accepted.
As a Cadet, Vohsa thrived primarily in technical studies, becoming a capable, if slightly unorthodox, engineer. Her professors often remarked upon her original designs and creative application of new technologies with traditional theories. As for her social life, Vohsa was a rather wild partier her first year at the Academy, thrilled to be free of her family's expectations. The threat of expulsion and being forced to return to her family, however, scared her straight and she quickly shaped up. She begged the dean to let her repeat her first year and proved herself to be a model student for the next four years, graduating with honors.

Like most Andorians, Ensign Neruu tends toward forward behavior, lacking the subtle social graces that we are accustomed to. I believe her childhood among humans has tempered this, however, as she is more personable than many Andorians I've evaluated. I believe it's simply her nature, more than her person.
She has a remarkably technical mind, analyzing nearly everything in such detail. On the other hand, this also makes her a bit scatterbrained. She has difficulty focusing her attention on any one subject for long unless it has something to do with starships or engines. She became rather uncomfortable when I brought this up. I believe she's aware of her tendency to drift and is embarrassed about it.
When I attempted to talk about her family, she closed up quickly. It took some time, but I managed to get her to discuss them a little bit. She told me about the controversial procedure done on her as a fetus and the expectations her parents have of her. I can understand her apprehension and desire to excel in Starfleet. Her success is symbolic, at least to her, of breaking the limitations and expectations set upon her by her family and her culture. She has a very powerful drive to succeed in her duties and earn the respect of her superiors.
