The board of inquiry will be ordering the official log entries of Chief Engineer Lure, Lieutenant Duke on Stardate 87759.69 through .80 for investigation. We are also ordering there personal logs to be subpoenaed to be reviewed.
Commander Hotam is also being subpoena for Physiological Review. He is ordered to report to space dock and be reviewed by Chief Media cl Officer and that report is to be sent the investigation comity.
Starfleet Corp of Engineerins are being subpoenaed to release security data of the Stalwart's Computer Core recovered from the Blackbox.
Rear Admiral Vohsa Kimara is being subpoenaed for inquire the events occurring on Stardate 87759.69. He is to report to Space Dock Immediately for interview.

She reread the passage over 50 times till she could almost recite it as a monologue. It was well written, too well written, and procedure was logically sound as Hatom recounted the events. She put down the datapad and thought it over. -

From: Cmdr. Hotam To: Starfleet Command
At 1730 hours last night, stardate 87759.69, the U.S.S. Stalwart (NCC-92294-F) entered the Gamma Orionis sector block as per orders from Captain Four of Ten. At 1854 hours, after engaging a Borg sphere, an energy beam from the Borg craft disabled shield systems temporarily. Lieutenant-Commander Imiri Lelhun was able to quickly restore shields, but not before Chief Engineer Lure reported multiple transporter signatures.
Immediately thereafter, the Engineering deck came under heavy assault from hostile boarding parties. With the Borg threatening all personnel on the deck, I gave the order for the engineers to lock all critical systems and fall back to deck 17. I then put Lieutenant Seth Drake, my security Chief, in charge of establishing a defense line in Deck 17’s Arboretum and preparing the Security personnel for a counter-assault to retake Engineering. At this time I also transmitted a distress signal on all emergency frequencies, which was answered by the USS Sylokiir (captain: Lieutenant-Commander Kivrin) and USS Crusader (captain: Rear Admiral Vohsa Kimara )
With Engineering under their control, the Borg broke through the locks put on the shield system first, immediately raising them and rotating the frequencies. The Borg immediately destabilized the warp core, seemingly to cause a warp core breach. However, they then rerouted the ionic deflection fields of the shield system through the warp core, immediately stabilizing it so long as the shields were raised. Unable to transport through the rotating frequencies, and unable to use phasers to disable the shield system manually without triggering a warp core breach, the Crusader and the Sylokiir were unable to send away teams to reinforce the Stalwart’s crew. The Crusader and the Sylokiir immediately took up a patrol pattern to ensure no other Borg vessel could beam aboard reinforcements.
At 1903 hours, Lieutenant Drake reported a renewed Borg assault that was threatening to break through the barricade set up on deck 17. I gave the order for all personnel to fall back to the primary (saucer) hull in preparation for emergency separation procedure. Lt. Cmdr. Kivrin and Rear Admiral Kimara were to destroy the secondary hull once separation was complete, destroying the Borg threat. However, just as the docking clamps were being retracted for separation, the Borg broke through the lock on the engines, and took the Stalwart to full impulse drive forward.
The Crusader and the Sylokiir attempted to match pace and disable the shields of the Stalwart to transport away what crew they could before the core went critical. By disengaging safety routines for the secondary hull and rerouting the plasma flow into conduits 45 and 47, Chief Lure was able to overload the nacelles and bring the ship to a stop. However, the Stalwart had been flown into a cluster of more Borg ships, forcing the supporting ships to fight to keep their own shields up and rendering them unable to evacuate the Stalwart’s crew by transporter. At this time, we again began to commence hull separation, but the sudden impulse during the first attempt had damaged the docking latches and the Stalwart was unable to separate. Chief Lure also noted that more Borg transport signatures had been detected from the hostile ships in the area, reinforcing the invading Borg on the Stalwart.
At 1909 hours, I gave the command for all crew to abandon the U.S.S. Stalwart. Concentration of the crew in the upper decks near the shuttle bays due to the attempted separation expedited the process. The self destruct mechanism was triggered by myself, confirmed by my senior officers, and enabled at 1911 hours with a ten minute timer. I them proceeded to evacuate with the rest of my crew. The USS Stalwart was destroyed at 1921 hours. Due to the heroic efforts of Lieutenant Drake and his security crew, 92% of crew that were not recorded as casualties in the battle with the Borg made it to shuttles and escape pods. Due to the heroic efforts of the captains and crew of the Crusader and the Sylokiir, 100% of launched pods and shuttles were rescued. Without the efforts of these individuals, we would have suffered far heavier casualties. Without Admiral Kimara and Lieutenant-Commander Kivrin, there would have been no survivors.
I understand and I accept the consequences of ordering the destruction of the U.S.S. Stalwart. I assume full responsibility for my actions.

Sooner or later Nyoko woke up to get a late start on her day. Her ship was reassigned to the Battle Group peacemaker. A taskforce charged with the mission to deal a decisive blow to the Gorn Ships operating in the Psi Cannis Sector. So for now, there was no mission, and no clearance given to undock until Commander Robert’s Battle group was to have a military summit. Finally the lazy Asian girl sat up in her bed and she slipped her smooth legs out from under the bedding and placed her little socked feet upon the cold metal flooring of the Yoshimoto's Deck. But her socks did a good job of insulate her feet. Pushing up out of bed she picked up her datapad and walked about her quarters reviewing reports that may have been sent in her e-mail, checking to see if laurel had messaged her again, and all the while doing her normal routine without ever looking away from her pad.
She first slipped into a knitted sweater coat hanging on hook and pulled it closed by one button. Switching her datapad from one hand to the next while she slipped her arms threw its slaves. Then walked over to the replicated, pressed two buttons nonchalantly all the long while her thumb sliding across the smooth surface of her giant like iPad like device. A hot chocolate appeared in replicator box and she picked that up and went on continuing to circle the room. She came across the shelves where all her books where lined up neatly, and alphabetically, and simple fish bowl sat on it.
There she put down the steam hot chocolate milk drink. Flicked the lid open of yellow bottle, and took a pitch of Tetra-Colored fish food and dropped it in Chloe's fish bowl. The extremely beautiful angle fish came out and swooped up to the surface of the water bowl eating up the floating flakes. "Morning Chloey," Nyoko said as she gently picked up the hot chocolate and giving the fish a short glance from her data-pad. Then she moved off to her desk where she sat down relaxed for a moment, drank half her hot chocolate as it cooled to a more reasonable temperature.
After enjoying hot chocolate she typed out a text messaging to laurel, “just woke up, wat r u doing l8ter? i am going 2 do my nails n hair. be on spacdoc l8ter 2nite” She smirked and pressed send. Then she spent went on with the rest of her ritual and after a Hollywood shower, slipping into her civilian clothing, she beamed down to earth for half a day and got herself a facial, manicure, hair styled in her typical Starfleet regulation style. With that done she beamed back to space dock to begin work on the Commander Hotam Incident.

Kirvin Captains Log 87759.69
At 1730 the USS Sylokiir was en-route to the Sirius Transwarp node to report to Starbase 01. We received a distress call from the USS Stalwart that it had been boarded by the Borg. I ordered Lt. Silvain to redirect our course to the location of USS Stalwart. Qal, my Science officer was able to trace the subspace comms to the Stalwarts general location. (Lt. Cmdr Sivak, my First Officer indicated that Starfleet command's orders were clear proceed to Starbase 01 at all possible speed. He logged his official protest of my orders to change course.) The Stalwarts situation sounded dire, and comm traffic indicated Borg closing in on their location. I ordered LTs H'do and Kran, the senior officers of my Engineering team, to disengage warp safety protocols to get more speed out of our engines. (Lt Cmdr Sivak, First Officer logged a formal protest to this order as well, stating it was illogical to risk a warp core breach in a futile rescue attempt.) Knowing the Sylokiir was one of the most advanced ships in the fleet and that she could handle it, I went through with the order anyway.
By the time we had arrived the Stalwarts shields were already under the control of the Borg. Crusader was in a pitched battle with a Borg cube. I ordered maximum power to impulse engines, and had Lt Cmdr Sivak initiate a Tachyon pulse. I ordered Lt T'lina to initiate what I've come to dub the Starflare maneuver, in which weapon systems are targeted on approach with beam weapons, and a full spread of quantum torpedoes are launched and set to explode in an area, the ship still at velocity from full impulse executes a high energy turn, bring a rear firing Tricobalt device into arc, and launching it at the point in the turn that will give it the highest velocity possible. With this I was able to force the Tricobalt device to explode inside the Borg hull. After opening the hole, Crusader was able to destroy the cube. (I have used this tactic successfully on several Borg and Urdine encounters)
Now that the area was secure, I suggested a tachyon pulse to pull down one of the shield emitters of the Stalwart even temporarily, the Stalwart said this suggestion would likely result in a warp core breach. I had the Sylokiir take up a holding pattern by Stalwart, keeping shields and weapons charged. I felt powerless to aid the Stalwart's crew. Lt Cmdr Sivak suggested we were aiding them by virtue of preventing further Borg attacks. At some point the Borg gained control of the Stalwart's impulse engines, they tried to out run us. Stalwart was a Galaxy class and her engines were no match for the Crusader, or the Sylokiir's so we were able to keep pace. I was worried about being dragged through further Borg battle groups however. These fears were soon realized as we had a Sphere, and several probes trying to match our speed. Crusader pulled off and kept the Borg busy, with no choice, I ordered Lt T'lina to target the Stalwarts impulse engines and warp nacelles with the Sylokiir's Antiproton beams. Lt Cmdr Sivak suggested this course of action disregarded several Starfleet regulations, and once again he lodged a formal protest.
During our attempts to stop the Stalwart's escape we were informed of the Captain's intent to evacuate and scuttle the ship. Crusader had rejoined us by this time. We had several more Borg vessels closing in on our location. I ordered Lt Cmdr Sivak to lower our shields and beam any life pods we could on board as soon as possible. I also ordered Lt T'lina to fire a maximum spread of beam weapons and quantum torpedoes towards the approaching Borg to draw their attention. Lt Cmdr Sivak suggested that was an unwise course of action, drawing Borg fire while our shields would be down, and that I had violated several more Starfleet regulations by even considering it.
The Sylokiir took several hits from Borg beam weapons, and one torpedo. Damage to our ship was minimal, the ablative armor taking the brunt of the attacks. We did however have three Borg drones beam onto the bridge. And four into engineering. They were destroyed before any systems or crewmen could be infected. (As a standard procedure all personal on my ship are armed with antiproton weaponry, and hand to hand weapon of choice, all crew members have been training in melee weapons since the incident when the Erinhal was boarded last month.)
Once all personal from the Stalwart were safely onboard the Crusader or the Sylokiir, the Crusader ordered a retreat. While fighting the Borg boarding party I ordered T'lina to drop several Tricobalt mines, and guard the Crusader's flank until she was safely away. Once Crusader went to warp, I ordered the Sylokiir to warp, and set course for the coordinates sent by Crusader.
As of now I've finished my debriefing with the Admiral, and we've transferred all rescued crew members of the Stalwart to the Crusader. I have had several complaints about my Chief Medical Officer from them, and thought it best they be cared by a friendlier medical staff. I'm setting a course for Starbase 01 for repairs and to attend the Inquiry. I will take this opportunity to once again state we should purposely infect our ships systems with the virus USS Enterprise D's crew devised to disable the Borg. When they attempt to assimilate our ships, they will be infected and hopefully disabled.

The engineering logs match up to Hotam's report to the point where the Borg took over engineering, at which point the files become more and more corrupt as the Borg started to gain control of the ship. What is of more interest is apparently the fact that the Stalwart was going to go into the patrol with nearly full cargo bays, but Lt. Commander Lure requested a last minute stop at Battle Group Omega to offload the accumulated cargo to clear up space for any potential Borg technology to analyze. Commander Hotam approved this decision, and the bays were emptied. Given that the Borg began their attack in the cargo bays, it is possible that having them empty gave more room for more Borg to beam aboard, giving them the edge they needed for their initial push to Engineering.
Security logs detail the losses of the fight with the Borg: 313 crewmen dead or severely injured. 54 crewmen were unaccounted for at the end of the action and presumed lost aboard the vessel.
Personal logs are a little more interesting. Lure's log indicates a deep sense of guilt over having requested empty cargo bays, as well as losing engineering to the Borg's overwhelming assault.
Lt. Seth Drake's logs show that he and the Commander often clashed, with Hotam's idealism often disgusting the rather cynical Security Chief. Ironically, Drake always thought that Hotam was too soft, and unwilling to take necessary steps to keep Federation technology and personnel out of Borg hands. The logs after the destruction convey a great deal of surprise, which is only further increased by the fact that Hotam had put Drake forward for promotion and recommended him for a command position after his handling of the defense of Deck 17.
Data from the black box confirms the ship was destroyed through auto-destruct, despite 212 separate attempts to halt the procedure from Engineering, all with insufficient access.

CLASSIFICATION STUDY

REPORT OF PSYCHIATRIC EXAMINATION
I. IDENTIFICATION: Kamez is a 30-year old Bajoran male who was referred to me for counseling under the provision of Title 18, Section 4244, UFP in which officers under duress are required to attend least one session with a Starfleet Counselor. He lost his ship in action against the Borg.
II. SOCIAL RELIABILITY: A psychiatric history was compiled by interviewing the patient who is judged to be reliable and supplementing the information given by the patient with confirmation from various sources. This included observations by bridge officers, a review of his Starfleet records, and all pertinent data in his central file.
III. PAST HISTORY: Kamez was born on April 5th, 2379 in the city of Hathon on Bajor, where he spent his childhood and adolescence. At age 18 he applied to Starfleet Academy, where he spent 4 years as a cadet, the latter two yeara on the Centaur-class light cruiser U.S.S. Provenance, attached to Daedalus Omega Fleet, as part of the Hands On Training Program. Upon graducating, he was promoted to Engish and stayed on board the Provenance where he eventually received a promotion to Lieutenant on the basis of his work in the Engineering section. Kamez eventually replaced the Chief Engineer when the old Chief was promoted off the starship.
At this time, the Klingons launched an attack of the Federation, starting the current Federation-Klingon war. Prior to the battle, old ships were being re-comissioned and new crews being put together for them as fast as time permitted. One such Constitution-cruiser, the U.S.S. Grant, was refit for this end and Kamez was recommended by his senior officers for a command position. Desperately seeking officers with any sort of experience, Kamez was made acting captain of the cruiser, and given a bridge crew. In the ensuring battle that followed, the Grant came under attack by four Klingon Birds of Prey. Seeing that he could not outrun nor withstand the attack, he called upon the nearby Heavy cruiser B’hala to beam away the ships’ crew before the warp core went critical. The Grant was lost, but her crew suffered only minor casualties. Kamez’s loss of the Grant, along with nearly all other ship losses at the battle, did not lead into court martials as is typical following a full fleet engagement.
For his efforts during the battle, the captain of the U.S.S. Provenance was promoted to command of a larger vessel. Kamez was quickly chosen to take his place given his familiarity with the ship and its crew. He served with distinction here for several years, earning a promotion to Lieutenant Commander. During his command of the Provenance Kamez formally requested a transfer from Omega Daedalus to the 5th Fleet Crimson Dragoons, citing differences in command style and a desire to be attached to a base closer to his homeworld.
Shortly after being accepted into the Dragoons, Kamez applied for the new position as commanding officer of the U.S.S. Stalwart, a recently refit Galaxy-class cruiser. This request was accepted, and at Kamez’s recommendation, the Provenance was retired with full honors and her crew absorbed into that of the Stalwart’s.
IV. PSYCHIATRIC EXAMINATION: The patient presented himself for his interview neatly groomed. His production of talk appeared to be logical, progressive and without any indication of autism. He appeared to be somewhat tense and anxious at the start of the session but appeared to be more relaxed and comfortable as the session went on. He was oriented with reference to time, person and place. He appeared to be of better than average intelligence. His judgment and insight appeared to be fair.
The patient is a devout follower of the Bajoran faith, which seems to have offered him comfort during hard times such as the present situation. He claims to have met his Prophets firsthand, along with several other captains from his fleet. While this would ordinarily constitute evidence of hallucinatory phenomena or delusionary thought trends, the existence of the wormhole aliens and their contact with the Federation is well documented. Records do show that the Stalwart entered the wormhole at the time Kamez claimed to have met a Prophet, as did the other ships whose captains he claimed were with him. I was unable to access their testimonies due to lack of security clearance.
Kamez believes that there are certain actions he could have undertaken to safeguard against the events that occurred, such as denying his Chief Engineer’s request to empty the cargo bays before the patrol, requesting a delay of the patrol until another Federation cruiser (as any other class ship would not have had a significant security team to beam aboard the Stalwart when the crisis struck), and initiating hull separation earlier, before the Borg were able to interrupt the maneuver. However, he maintains that none of these actions constitute criminal negligence or incompetence, and that he did the best that could be expected of him given the circumstances.
V. DIAGNOSIS: In the two-hour session I had with him, I could not diagnose any mental disorders with Commander Kamez. He displays no paranoid tendancies, accepting the upcoming court martial as just and fair under the circumstances. His faith seems to have stymied any depression, though I would need more time with the patient to be absolutely certain of this.
CONCLUSION: Commander Kamez Hotam is mentally sound and able to tell right from wrong. He is fit for court martial under Starfleet regulations.

I. I am Lt Commander Honda, Fleet Representative of Fleet Daedalus Omega. I have been assigned the task to investigation of all the evidence pertaining to the events leading up to the destruction U.S.S. Stalwart (NCC-92294-F) a Galaxy Class Starship in the command of Commander Hotam Kamez on Stardate: 87759.69
a. Thesis: I have come to the conclusion beyond a reasonable doubt that Commander Hotam Kamez had lost his the USS Stalwart due to inexperience, recklessness and negligence. With this being say I am requesting that the board of inquiry draw up formal charge against Commander Hotam Kamez, with destruction of federation property, disregard for safety protocols and finally Command Incompetence.
II. At 1921 Hours, the starship exploded due to the self-destruct sequence initiated by Commander Kamez himself. The orders where place in the assumption that he and his crew had run out of options. (Kamez’s Log Stardate: 87759.69). It is easily identifiable Commnader Hotam Kamez’s attempts to carry out general order one. In accordance to prevent the ship from falling into the hands of the Borg. However we believe that his experience with a Galaxy Glass Starship was far below expectations.
a. We can see this evident among the personal logs of Lt. Seth Drake. Where we’ve accounted several clashes of orders where the Lieutenant’s suggestions were dismissed. Obviously offering more personal insight with securing a Galaxy Class Starship. i. Lt Seth Drakes’ Personal, Stardates 87759.6820, 87759.6880, and 87759.72 ii. This shows that Commander Hotam Kamez wasn’t working at full capacity with his crew at the start of the crisis. 1. A critical mistake that any Starship Captain, of any Class will make.
b. The second insistence of inexperience was deployment of Security Crew during Borg Mission Regulation 46 explicitly states. i. Security Logs show insufficient number of teams protecting engineering section, and then at 1854 Engineer Team is logged for withdrawing from the Engineering Section due to being at risk against the Borg. Security Logs show no defeat, or confirmation in the engineering section. 1. Further More, The Security Logs and Command Logs shows only counter measures to secure Deck 17 after engineering section was compromised. a. Evidence supported by Security Log / Command Log Comparisons.
ii. Such evidence supports the inexperience of the command crew in their ability to protect vital sections of their ship and perhaps even reckless command style.
c. The Third Instance of inexperience was late orders of Emergency Saucer Separation. As historical research has been conducted. Such procedures are done during combat or as an emergency response to a ship catastrophe. In either case the option of the saucer separation have been explored in past by NCC-1701-D, as an option also an answer to protecting civilians that were allowed to stay aboard these huge vessels. The initial series of the Galaxy Class Starships needed dry dock assistants to reconnect the saucer section, however those ships where decommissioned or destroyed for the engine defects in 2365. However NCC-1701-D was equipped with the ability to redock with it’s saucer module. The more specific points to Commander Kazme’s inexperience were that although not regulation by code and conduct books. Half the ship along non-military personal or injured could have been evacuated to the saucer section earlier, for separation before the Borg were able to crack the impulse lock outs. i. According to Command Log, that between 1854 hours engineering section on deck 17 had come under attack and abandoned by the engineering teams. At this time the entire ships’ computer was in the hands of the Borg. Only held at bay by a security encryption code. The Stardrive section as that section of the ship is considered to be a Battle Ground now. 1. As stated in Lt Seth Drake’s Security Logs. 2. As stated in the Command Log
ii. Orders were issued to retake engineering, 1900 hours, and rather then evocation of non-combat personnel from the combat front. Focuses of applying tactical forces to deck 17 where the Borg lunched an offensive at 1903 Hours. 1. As shown by the Command Log 2. Also crossed referenced with Security Logs and the progress of retaking engineering.
iii. Even if evocation of Stardrive Section was to premature in the professional opinion of the Command Crew, and order to abandon the ship after separation failure occurred due to 5 jammed locking clamps.(Engineering’s Logs), Which circumvented the Borg’s destabilized core advantage that was initially holding the crew hostage by dropping shields for emergency separation thus ultimately dooming the ship to warp core breach. 1. Leavening the question of why wasn’t the warp core of the starship jettisoned remotely by the bridge crew, or manually by security teams even considered as an option to rescue the ship. (Discrepancy in Logs) a. Logs show two other federations ships at this time providing space superiority around the disabled Galaxy Class Starship. Proving rescue assistants weren’t that far away, to deprive the entire ship of its main power source.
III. It is also the professional opinion of the inspection committee that Commader Hotam Kamez’s showed reckless consideration of all the options he had available to him a. Allowing the USS Crusader to fire on the USS Stalwart when the Borg were able to crack the Engine Lock out and bring Impulse engines online. With the efforts to disable the engines and keep the borg from escaping with the ship. i. Not only did it endanger the crew, but it could have disrupted the state of the warp core. For this to even been considered an option we feel it to be the lowest priority, and a reckless disreguard for safety protocol.
b. The fact that Tactical Teams were not in place in crustal parts of the Starship such as Engineering Section, Bridge, Computer Core Room, to be used in neutralizing borg boarding party threats. As reckless disregard for safety protocols and ultimately cost star drive section to be lost in combat.
c. As a final point to reckless choices when considering command options, It has been noted psychiatric examination during the history review. That Commander Kamez is prone to idealistic choices when faced with command choices. i. This was referenced by Lt Seth Drake’s security log. ii. And referenced by Commander Kamez’s personal records . 1. Mainly the Transferring out of Fleet Daedalus Omega due to Personal preference of Command Style and to be relocated to a fleet dealing with missions specifically for Bajor. a. Transfer shows formal protests placed by Fleet Daedalus Omega’s Command Staff as insufficient reasoning for transfer. Though was cleared by higher ranking officers of the fleet.
IV. Lastly we feel there was indeed negligence’s that ultimately led to the idea that destroying the ship and evacuating via escape pods, life boats, and transporter beam outs as the only other option left. When Sauer Separation failed there was no consideration to what exactly they could have done next. Commander Hotam Kamez jumped to the extremist solution there was and perhaps the easiest. General Order 1. None of the Logs reflect attempts to free the five jammed docking clamps that held the saucer section attached to the stardrive section. Since this option was not explored the destruction of the whole ship was unnessiscery.
a. None of the Logs reflected remote detention of the clamps used as emergency measures to separate a jammed docking clamp to the saucer section of a Galaxy Class Starship.

b. None of the logs showed any attempts to manually free them threw there Manuel overrides located between decks 10 – 8
i. Sections of the ship that was well with in combat safe zones for engineering teams to work at.

V. Conclusion a. It is the recommendation of my comity that the inquiry board presses the charge against Commander Hotam Kamez, with destruction of federation property, disregard for safety protocols and finally quite Command Incompetence. That lead to the destruction of the Galaxy Class Starship, USS Stalwart, (NCC-92294-F) and the loss of 333 Crewmembers to the borg, 54 Crewmen who were stranded behind on the USS Stalwart when its core went critical, or life boats not recovered.
b. It is also the recommendation that should Commander Hotam Kamez should he plead guilty now be offered a reduction and in rank and careful consideration for future commands.

Today On Stardate: 87787.77, By Order of Admiral S'far Gaelen the only Officer of Hotam's hearing, who hadn't resigned from the board due to bias. Had ordered the hearing to be a miss-hearing, and that a new one will be designed for the following week. He has also dismissed Lt Commander Nyoko Honda as well as the Hotam's Defence as extra precaution to ensure evdiance is presented without bias in the repeat hearing. Lt Commander Nyoko Honda was relieved this morning by Lieutenant Alex Hollaway.
