After carefully reviewing both the medical report and all the recorded media I could find concerning the event in question it's my determination that LtCmdr Erys Murai acted with the safety of her team and vessel in mind. Given the conflicting orders between the two ground parties and the apparent actions at the moment the weapons discharges began I can find no fault and believe another competent officer given the same facts and circumstances would have behaved in a similar fashion. I do not feel there is a need for any official action or investigation into this specific event at this time.
It is my opinion however that a thorough investigation should be launched to determine the origin and intent of both sets of orders that were given to the vessels involved. If there was malice or conspiracy in those orders we owe it to our crews to find out and eliminate it. Unchecked, the distrust further episodes like this could cause would be devastating to the trust our crews depend on. We can't have continued second guessing of orders when they are given and this sort of incident could cause that. I also do not wish to cast a shadow over the joyous occasion of one of our vessels long over do safe return, so this should be handled quietly and efficiently.
This process of review has brought another matter to light that require attention. I would like to see an update to the disciplinary statutes of the fleet requiring a formal report in order to place an officer or enlisted member of Star Fleet in a confinement or "brig" environment. I have no issues with denying shore leave, confinement to quarters or forfeiture of holodeck privileges but no Star Fleet personnel should be subjected to a spartan confinement (such as a brig) without some form of official process.
Lastly I feel the medical officer's impression that leave for this crew is in order is correct and recommend leave be made available at the earliest opportunity.

After reviewing the details. I find myself of the same opinion as Admiral Kelvek. Erys operated in the best interest of her ship and crew and there is no evidences of motive to say otherwise. I also think that Commander Joyaus Dalun be issued a warning about placing officers of her crew in brig without proper paper work being filed on the Daedalus Mobile Boards. It is critical that we obtain these reports as we are not present for most of the happenings of a starship. In this instance the Captain is often in charge of what information reaches us and what doesn't. It is in this Honor system that we operate in. So we need these crucial details.
At this time I see no reason to require Erys answer any form of summons.

If there is nothing more to be said on this subject? I will like to resolve this and notify the Officer in question (Erys Murai) that we are no longer investigating this matter and that she my return to her duties on USS Sentinal without any restrictions or further follow up from this insistence.

Fleet Command sees no reason to peruse this complaint any farther. Lt Cmder Murai does not need to appear before command panel and my return to active duty aboard the USS Sentinel.
Additionally, It has been expressed by members of this panel that should any Commanding Officer of this fleet choose to use the brig as form of punishment. Formal Charges must be logged, and submitted to Fleet Command. Failing to do this is a breach in regulation and be considered a criminal offence.
