For the 10/25/2016 patch, a few things changed that may impact you directly. These are what I noticed so far.
Changes - Kit modules are no longer embedded in the kit, but are slotted directly in the character page independently. However, the kits may appear broken when you first log in, especially if you log in on a space map. Changing maps to a ground map (or up to space and back down to ground) should fix the kit and send any modules to your inventory. - Lighting has been updated game-wide. You should notice significant improvement, especially on interior maps like Earth Spacedock or ship interiors. If you don't like the lighting, you can revert the change on the Graphics tab of your Options (look for "Lighting 2.0"). - K-13 is here, but is "broken" until we repair it. You can get to it by going to the top-left corner of the Alpha Quadrant (the map with DS9). Look for 20 Draconis system in the Breen Sector.
Bugs - Some settings have been reset, and some are broken. -- Graphics settings have been reset to recommended defaults (this was intentional due to the new lighting effects noted above). -- Controls settings are currently bugged and reset to default regardless of how you set them. Settings can be temporarily fixed, but will revert on each map change or after an indeterminate amount of time.

I'm assuming the lighting changes are our trickle down benefits from the console version \o/ is K-13 a fleet holding?

Right now it's a map with a broken base (that looks open to space) with random asteroids that might hit you, although they don't appear to cause any actual damage.

We repair the station the same way we built the starbase and set up the other holdings. We do projects to build up supplies, then do a large project to "repair" the section(s) once we have enough XP for that section.

Ahh. So the usual then. Was hoping there'd be a special way to get it functional like missions or something.

No, although recent missions (including the latest episode) do deal with the station.
