Decia advanced down the corridor just as 'dawn' was beginning for the ship's first watch. She had spent most of the night in sickbay seeing to Team Two's wounded following the horrific crash of the rescue shuttle Tachi. She had remained by Sissia's side until she had been stabilized, being she was the most severely injured of her people. She turned over the watch of her fallen team leader only after Veeri, the Ensign's roommate had taken her place. Her own wounds had been basically tended to, though she was still bloodied and bruised as she moved through the ship's corridors with a purpose.
Still clad in her armor, shield and weapon on her back she hit her combadge. "Sery, wake Sebetheran and let him know we are to meet. I want him ready the moment I arrive..."
She stepped into the turbolift and gave the lift the correct corresponding deck number.
Her emerald eyes narrowed some. She had gone over the file Seb had sent her while enroute to the chaos filled star system. It had given her an idea of where they had stood, even though it was not exactly her, he had his initial discussion with. She did however smirk some at the image of him being knocked across the stateroom into the bulkhead, for that was something she might've done on a personal visit..given his responses.
She stepped out of the turbolift and headed for his quarters....

A soft musical chime....endlessly sounded in Seb's room..after a moment Sery's very warm and chipper voice filled the air.
"Wakey Wakey Spots!"
Sery paused a moment. "Commander Decia is on her way to officially meet with you.."
"So time to wake up...she is on her way!"

"I'm up already, annoying machine," he grumbled from in the washroom. "So, she's finally decided to do her job. Only took four days."
The lights were still set in the sleep setting, keeping the room covered mostly in shadows. He stepped in front of the mirror, examining his neck in the dim light. It was always a bad day for his throat when she wanted to "Talk". He was starting to wonder if he shouldn't get it fixed.
He turned and walked out into the room, continuing his morning habits. "Lights, morning level", he said as he approached his desk and switched it on. "Reports, last four hours".
As the computer brought up his request he walked to the replicator to create the mornings' training uniform. It was earlier than he'd usually get dressed, but if he didn't she would probably complain. Everybody seemed to complain.

Decia paused at the door only long enough to ring the chime and pause enough to give him time to react before entering. She strode in and then standing in his small living area she turn turned to face into the rest of his quarters. Even battered and bruised, her face and her armor still showing blood splatters...some her own and some the many wounded aboard the shuttle. She locked her emerald gaze onto him and spoke...
"Ensign...we need to talk" She announced in a clipped professional tone. Her demeanor now very much belying her Magna Roman heritage.
"About quite a few things..."
She placed her hands behind her back, assuming a modified pose of parade rest as she waited. Ever so again the image of the perfect soldier as she waited for his response.

The Ensign heard the chime and the door open as he was in his chair putting on his boots. He didn't look up as she entered.
"I see when it is something you want, you waste no ti-" he was cut off by her words and looked up. "Oh. We're doing this now. One moment, Commander."
He finished putting on his boots and rose from his chair and closed the distance between them, stopping sever feet away from her and standing at attention, eyes straight ahead looking through her.

Decia flinched some hearing his first comment and then quietly watched as he dressed and move to stand before her at attention. Inwardly she sighed as she noticed his long stare. She pushed her resolve and spoke, in a prompt professional tone.
"Ensign, your conduct aboard the Kzari Chancellor's ship was a disgrace." She shook her head some. "and you have been in the service of Starfleet long enough to /know/ this. It does not matter what you wished or felt about your /ordered/ presence aboard that ship or at being made to attend the ceremony. In such an attendance you represent this ship...Delta and /me/. Now, this is not the first time such lack of discipline and disorderly conduct has occurred. I am the only reason you continue to serve aboard this ship, the Captain is /very/ close to transfering you off of the Sentinel due to your lack of proper conduct and poor attitude while in uniform."
She moved her head slightly to bore her gaze into his. "That ends effectively now...you understand me Ensign?"
She paused only long enough for the usual return of 'Yes Ma'am' whether he answered or not and then continued.
"Also effective immediately, you will respect the rank of those above you...in Starfleet we respect and 'salute' the rank if not the person bearing it. There will be no further incidents of insubordination from you, you have a compliant, you run it up your chain of command first...you come to me, am I understood?"
She paused only long enough for the usual return of 'Yes Ma'am' whether he answered or not and then continued.
"It appears to me as always since you do not do idle very well, and for reasons that just occured during our most recent operation, I need you back on duty. Ensign Sissia has suffered a great deal of sustained injuries and I required you back on duty....she and team Two are currently out of action..."
Decia leaned back still fixing her eyes on him once more. "As such I was forced once more to go to the captain and speak on your behalf, to allow you to return to duty once more. She relented only based on my recommendation yet /again/."
"I have reviewed your Team's evaluation and concur with most of your assessments." She handed him a PADD with her response to him for him to review. Showing her forwarding his recommendations to the captain regarding Chief Grant and the status of the rest of the team.
"I am prepared to stand down Alton and Temple to hold them off duty until they meet your standards. I can shift Campbell and Duffy into your team to cover them..Campbell is one of our Medics and Duffy is the only one still duty capable from Sissia's team..."
"I am very much aware of Chief Temple's marksmanship issues and wished to see how you intend to address them...However I am going to need to know more about what you found deficient in Alton's most recent performance...from speaking to Endel and Grant...the trooper performed exceptionally on Xert. So i need further elaboration on what you found lacking in his performance for you evaluation so we can address this immediately."
She then waited for his response.

The Ensign remained silent during her pauses, maintaining his position stoically. He waited until she was finished before beginning.
"Commander, you do not use a hammer on a screw, at least that's how I think the saying goes, and you are doing it twice here. First, my assessment."
"I don't know what is with your recent knee-jerk reaction to everything is removal from duty, instead of reassignment, but if it's the first or only thing you think of then you may want to reevaluate what your troops mean to you. When I removed Bale from team one he was reassigned, I didn't take him off duty. That would have been wasteful. I'll get back to Bale in a moment," he inhaled slightly as he continued. "Temple can't shoot. Whether it's a natural lack of talent or he's just simply blind, it's a liability. There are other roles he could provide in Delta, but leader of Team One Bravo is not one of them. A support role with your headquarters unit can suffice, assisting the DXO, until such a time as he tightens his shot group... or hits /A/ target consistently. I'm afraid you can only teach so much on shooting to a person, the rest is on them." He paused for a moment. "However, he needs to go to sickbay and get a full work up. If the cause is a loose wire then therapy, recuperation and retraining might have a positive result. Ultimately if he just can't shoot, then maybe he needs to consider a different career. I can't use him."
He swallowed a few times, cleared his throat a bit then continued. "Bale on the other hand is a completely different subject. Administratively, I've had no problems with him since I returned. The problem stems from what I had to base his evaluation off of: My prior experience with him. I offered him a chance to change his rater, to Grant in this case, and he declined. So I used my knowledge of his performance between this one and the last I did, prior to departing on assignment. Before he was fired. And yes, I explicitly told him that continuing would result in a poor evaluation should he choose to keep me as his rater. On top of that, his performance on Xert wasn't as stellar as you might be led to believe. During the landing he broke ranks after witnessing Lieutenant Stingray lose a fight with gravity, endangering the position. Luckily we had an extra rifle during the landing and it didn't strain us too much, nor was he gone long. Either regained his sense or someone talked him into it. I am unsure, I was in the process of getting a tracheotomy and ridding us of a persistent issue. You would know this had you not abandoned the unit the first chance you got to go play savior, Commander. Outside of those conditions, Bale would have easily met basic standards. He lack of motivation in leadership, however, will keep where he is for the rest of his career until a time as he finds that motivation. It can't be given by anyone else for him."
He swallowed again, taking longer than before, before speaking again. "The second instance is this room arrest. It may be bigger, but it is still a cell. On top of that you left me in here for four days, without explanation of charge or duration. For what? What did you gain by leaving me in here except my irritation? Now you're letting me out, still without addressing the originating issue, because someone got hurt? Fine but I'll remind you I do have rights as an Officer, and being forced to rub noses with people who would seem comfortable putting something sharp between your shoulder blades is something I can decline. A party is a screw, I am a hammer. If you want me there to act in capacity of my work, as security or protection, I will do so but I am tired of you trying to parade me around like a show animal, Commander. Allow me to posit something for you, Commander. Nothing was lost by my not meeting their Chancellor, but what do you imagine would have if I did?"

Decia frowned ever so slightly never having heard such a metaphor previously. She was able to grasps his meaning, though assuming he must be attempting some kind of Earth metaphor on her once again.
"Caution" She said simply and evenly with an icy tone.
Decia frowned at this and canted her head some. "You don't know why the man can not hit a target?" She nodded with his final recommendation.
"I agree and I shall see that is ordered for him. I wish to know why exactly he is unable to hit /any/ target he aims at...even a child will accidentally hit a target they are aiming for when first training with a weapon."
She looked back to him. "He will serve as on board Admin specialist for Delta Operations then...I'll want your recommendation for his leadership replacement for the interim or possible permanence then."
Her emerald eyes soften, of only for a moment as she watched him struggle through to speak, she collected herself and remained stoic as he continued on restraining her initial instinct to see to his pain.She listened and nodded once only at the end did she quirk an eyebrow and asked.
"Oh? How so?"
Decia's lip curled a moment at his 'savior swipe' saying nothing, though her emerald eyes burned into him.
"Oh the irony of the last part of that statement, Ensign..." She shook her head, but nodded for him to continue.
This time the Commander showed no sign of reaction to his visible pain, other than listening intently to him go on. She waited a long moment and drew a measured breath before she answered him.
"Whether or not you cabin is a cell..only a bigger one is immaterial and is only that the Captain sought to punish this transcreation to the point of at least allowing you some personal amendinities. Most likely out of respect for me and mine wishes and hopes concerning the evolution in your behavior and conduct as an officer."
'As for leaving you in here for four days...this ship and its crew had duties to perform. Such as the installation and the security protection concerns of the newly appointed Ambassadorial family and staff. Delta was ordered to assist Security, which meant the safety and security of these civilians and Starfleet security personnel assigned her too Priority One." She said evenly. "You were made well aware by the Captain as to why you were relieved of duty and confined to your cabin. I was not required nor at the time was able to prioritize explaining to you something you should have already understood."
She shook her head then. "Following that and while still in space controlled by a species neither of us seems to hold in much trust, we encountered a rather unusual first contact and call for help from a being of a previously unidentified highly evolved and advanced race. The ship went on full alert believing it to be an attack at first, later it was discovered to be a call for help..."
Her gaze remained fixed on his now. "Simultaneously, the ship was also in a de-stabilized area of space..a zone of chaos...I think even you can agree that is a highly dangerous situation to be in...hence the ship remained at full alert. My presence was required by my teams and thus that is where I was. I was at not time free to speak with you about something , as I stated..you already understood what you had done wrong."
"As the humans from earth say...'This is not our Rodeo Drive' Ensign."
She drew in another breath and let it out. "As an officer of Starfleet, you do /not/ get to pick and choose your assignments nor decide which or how best your orders suit you. I am completely shocked how one would even come to such a conclusion. You have an obligation to obey any order as long as it is a lawful one from any superior officer, especially those in your chain of command. You then are to comport yourself with the dignity and decorum as set by such regulations requiring conduct becoming that of a Starfleet Officer. Not all of your duties pertain to combat nor the preparations for such, Officers in leadership positions are to be prepared for any contingency. A Diplomatic 'Horse and Donkey Show' are as much as your life in starfleet as is an hostage rescue assault."
Decia made a slight face. "You are neither a hammer, nor a screw...you are a grown man. One who is a officer of Starfleet bound by those regulations. The alternative is then you are punished for disobeying orders or conduct unbecoming...punished enough times for such and you are transferred to a lesser station,...continue such behavior enough times...you are relieved of duty, decommissioned and stood down from service...it is that simple."
Decia set her jaw and says sternly "As for your posit, it is pure arrogance spiced with a degree of ignorance to assume nothing was lost by your absence." She shook her head. "Just because the Chancellor did not acknowledge your absence from his /personal invitation/ to you...does not mean it did not have an ill effect..."
"As for what would've happened had you been there to meet him..." She shook her head. "Had you asked me thi five days ago...my answer would have been far different than the one I am beginning to believe to be true now."
'I can not believe, you are telling me it was far easier to allow you to sit this one out...merely because you can not achieve the basic diplomatic standards expected of any officer on this ship. Standards even brand new Ensigns right out of the Academy can hit..."
"Surely now, even you can see the irony of this defense following your recommendations concerning both Alton and Temple?"

He cleared his throat again. "Irony is adjunct to this entire conversation, Commander. Especially when you stand here and demand regulatory obedience when you so feel free to cast them off when they are inconvenient or when you think you have moral authority to do so."
He paused again, swallowing. "So which is it? Do as I say, not as I do? Balance regulation breaking with ones own definition of morality? Or do we strictly adhere to regulation? Because you yourself are all over the board on this one, Commander."
He had to stop again. "As for orders... you can't order me to a party of which I am non-essential personnel. My rank and position denote me as such, and I have my objections, of which you are duty bound to at least consider. It's not even that they weren't considered, you failed to even address them at all. Which is par for the track for the entirety of my tenure on this ship."
He let out a dry cough, straining. "Order me to 'charge a hill', order me to storm a battlecruiser, order me to die for this ship and this crew. Do not try to order me to cow tongue with people who've yet to earn any trust. They're severely low in that currency, not nearly enough to distract me from my actual job."
He was now visibly straining, his face red and voice hoarse. "Still.. I want to know just what you said was "lost" by my not being there... if it was so important, Commander."

Decia shakes her head. "I do not break regulations nor conduct myself as anything shy of a model officer Ensign and if I did , that would be a matter for my superiors."
"By the nature that your presence was requested by a head of state and this was and remains a highly prioritized diplomatic situation, I can. As any Starfleet Officer can be, once we fall under the orders of the Diplomatic Office. Also you do /not/ get to decide on whether or not you are essential or non-essential personnel...Starfleet does not work as such. You merely accept legally issued orders and do your best to follow them."
Decia smirked and explained again. "You do not again, get to pick and choose the orders that your personally feel apply to you and to you alone. Life...let alone Starfleet does not work this way Ensign."
"We shall now never know...due to the position your disorderly conduct placed us in." She shook her head. "Your absence was I assure you noticed by this Kzari leader...do not underestimate this being as a simple minded dictator."
"As for the rest...this is no longer a debate. If you have difficulty in obeying these orders and comporting yourself properly as a Starfleet officer...then you can either take your complaints to the Executive Officer, or to the Ship's Captain...." She drew a breath. "Or..."
"We can find out just what is preventing you from doing so....be it medically or emotionally..." She shook her head. "For I grow tired of battling an officer under my command over such base things as his conduct while in uniform. Somewhere there is a growing disconnect that has convinced you that when not needed in your chosen field of expertise...you do not have to act as the rest of us do."
"Your choice..."

"Medically? No. Doctor Spencer is already on my shit list. She and Black barged in here the other day trying to paw at me, without explanation. And I will continue opposing attending functions whose primary function is to gather intelligence on us. I wasn't there but I could hazard a gue-". It was at this point his voice gave out, reduced to whispers and hoarse squeaks. He tried in vain for several seconds to continue but it was ultimately futile. The argument had been a battle of attrition and he'd finally lost.
He finally broke his thousand yard stare and looked directly at Decia now, swallowing a few times in order to speak, now just a hoarse whisper. "To hell with him."
