Thomas was born to Paul and Sharon Monroe. His father had served in Starfleet, within the Diplomatic Corps, as an attache during the Klingon War. It was this service which had inspired his son to enlist at eighteen, fascinated by his father's tales of adventure and by his own love for science fiction. A hard working student, Thomas passed the entry exam to the prolific Academy first time, and moved from his home country of England to study at San Francisco.
Skilled with a technical mind, Monroe was encouraged to follow the Operations track, before being ushered down a more Engineer-focused specialisation thanks to his own aptitude. Making friends through the Academy, and slowly becoming at ease with the formal way of life that Starfleet respected, Thomas managed to fit in well among his peers. With consistent grades throughout his years, it was of no surprise that four years down the line the Cadet graduated with an assignment at ESD (Earth Space-Dock).
Assigned within the Engineering department, the now-Ensign relished under a competent command team which allowed him to exercise and improve his own Engineering capabilities. While the Englishman enjoyed his assignment, even pursuing a relationship with another officer outside of his fellow Engineers, Ensign Monroe had a longing to serve aboard a starship. After some discussion with his immediate CO, the Engineering Chief aboard ESD, Thomas requested reassignment after two years of service aboard the station. Surprisingly, at the behest of the Chief, the Ensign was returned to the Academy for another year before this assignment.
While at the Academy, Thomas took the Bridge Officer's Examination as authorised by his Chief. During this year, Monroe was promoted to Lieutenant Junior Grade. Showing promise on the bridge, Thomas was able to complete the examinations and was indeed successful in his practical test, which involved the final test wherein which the Lieutenant J.G. managed to handle the scenario "with cool and confidence" according to the examiner.
With the qualification behind him, the Lieutenant found himself reassigned to the U.S.S. Paradox (NCC-92701) for two years under the command of Captain K. Smith. Aboard the Paradox, the Lieutenant served under the Engineering Department and its Chief, Commander S. Black. Aboard a Regent Class Vessel, Thomas quickly adapted to the uniquities of an environment very different to that of serving aboard a Federation Starbase, especially ESD. The vessel was in all ways brilliant, a modern rendition of the classic Sovereign. While serving under Smith, Lieutenant Monroe adapted as an Engineering officer who was often in liason to the bridge, proving himself during times of damage control. He also completed a Department Head Course in his second year, encouraged by the confidence of his superior, Commander Black.
Following his two years of service aboard the Paradox, with a clean record of any diligent Starfleet Officer, Lieutenant Monroe chose to request a second reassignment. His reasons were unspecified, though his letter of recommendations seemed to write him as a competent Bridge Officer, looking to continue to serve Starfleet at the best of his ability. The Lieutenant thus requested an immediate transfer to the U.S.S. Gigantes (NCC-97606).
