The site appears to be a typical fringe conspiracy site, complete with ads for male enhancement supplements and stories about illegal Federation experiments with humanoid-amphibian hybrid soldiers. Most sane and rational persons would click away and never return, assuming the site was nonsense. But, the site is more than it seems and hides many secrets. Lieutenant Commander Elizebeth Rendino created the site at the height of the Project: Salvation "civil war", it is believed sometime in late 2410. The intent was to create a covert means of communication for field agents. A means of communication that not only would protect the content of the communications but would prevent eavesdroppers from even realizing that communications were taking place. So hidden among the pop-up advertisements for products of dubious worth, stories about fringe conspiracy theories, and message boards where individuals of questionable sanity spout the craziest ideas are real messages to and from actual operatives. They can receive orders and updates from their handlers and request information or assistance. The real communications are encoded to hide their nature from potential eavesdroppers, making them appear to be just another fringe rant on the conspiracy topic of the day.
It should be noted that most users on the site are not operatives. They are conspiracy theory buffs who come to the site looking for the latest updates on the lizard people's plans to conquer the galaxy. Anyone who happens upon the site can create an anonymous account for free. All that is required is an active email account. Upon email verification, the person is allowed to post to the message boards.
