7.) What is your basic character concept & history?
Elicia's mother was, through most of her young life, a mid level ambassadorial worker on Vulcan. Because of this, Elicia's mindset and personal culture are more heavily Vulcan than Betazoid. Whilst her biological culture still influences her in many ways, she is more often than not as rigid and logical as her many Vulcan friends. She is also far less liberal than any of her relatives in the use of her telepathy; it is something to be used wisely and cautiously, not casually.
8.) What kind of commission does your character have? (Enlisted, Petty Officer, or Officer)

9.) Please give a little background about this character.
Elicia was born on Betazed, though she has no memory of it aside from occasional trips to visit relatives. For the vast majority of her life, she has grown up on Vulcan, where her father was previously an assistant and currently the Betazed ambassador to Vulcan.
Her father, not above using his family as good-will leverage, was more than happy to put his only daughter into a Vulcan school. Growing up as a Betazoid immersed entirely in Vulcan culture, Elicia more often than not finds herself on the proverbial outside looking in. She would like nothing more than to simply be Vulcan; her mannerisms, thought processes, and strict adherence to logic all speak volumes to her greatest desire. Of course, her Betazoid heritage often makes her adherence to Vulcan culture extremely difficult. It took her many years, as well as Vulcan meditation techniques, to learn how to silence the voices of others in her mind and control the influence of outside emotions to some degree of proficiency.
Upon reaching adulthood, Elicia found that regardless of how hard she would try, fitting into Vulcan society was next to impossible. She could bury her emotions, empathy, and telepathy only so far. So too, was Betazoid out of the question. Her own grandmother had told her that she read like a cold stone wall; no passion, no joy. Just the icy dictation of logic.
Elicia spent most of a year with no prospect or plan for the future, attaching herself to her father's staff. While working for her father, she met a number of Starfleet diplomats and their staff; even befriending some of the more junior officers. Learning that many in Starfleet were like her, out of touch with their own people, she made it her goal to make Starfleet her home.
