From Tribble, here are the current tiers, and their rewards:
Costs are as follows:
Starbase:
- Tier 1: 1,000 FXP
- Tier 2: 3,000 FXP
- Tier 3: 6,000 FXP
- Tier 4: 9,000 FXP
- Tier 5: 12,000 FXP
Military / Engineering / Science (FXP is specific to that tier, and separate from Starbase FXP)
- Tier 1: 10,000 FXP
- Tier 2: 25,000 FXP
- Tier 3: 50,000 FXP
- Tier 4: 100,000 FXP
- Tier 5: 250,000 Military FXP
Here's what I've found so far on projects:
- You can run 3 Starbase Projects at a time, and one Upgrade Project, and one Special Project
- Starbase Projects are specific to a tier, and give a specific amount of tier xp (usually around 1,000)
- Project slots are not tier-specific
- Projects can take a variety of "contributions". From what I can tell, Projects require Fleet Marks, Dilithium, Duty Officers (which are permanently lost), Bridge officer skill points, and various commodities. Special projects require more commodities, but less of the other stuff.
- There are new options on the Settings tab, so the fleet leader can assign permission to "Manage Fleet Holdings" and "Invite Non-Fleet member to Fleet holdings"

We're going to update the UI to be clearer, but just as there is military, engineering, and science FXP there is Starbase FXP.
In order to earn FXP you must complete construction projects on your facilities. When you update your ship yard, BOOM starbase FXP. Each tier of starbase requires a set number of facility upgrades, simple as that.
